Celebrating a Champion for Seniors: Debra Barth Honored as a Milwaukee Community Leader During Women’s History Month

On March 20, 2025, the Milwaukee County Board of Supervisors gathered in celebration of Women’s History Month to recognize the accomplishments of several extraordinary women whose careers have been defined by compassion, leadership, and a deep commitment to serving others. Debra Barth, the Executive Director of Harbour Village, was one of the distinctive honorees as a leader in the Milwaukee community for her outstanding contributions to senior care and advocacy over the course of her remarkable career. 

This well-deserved recognition highlights not only Debra’s professional milestones but also the heart and humanity she brings to every role she’s held. For more than four decades, Debra has dedicated herself to improving the lives of seniors and strengthening the systems that support them. Her journey is a shining example of how dedication and leadership can shape the future of elder care in meaningful and lasting ways. 

A Career Rooted in Service 

Debra Barth's journey in senior care began with her work as a nursing home social worker, where she was on the front lines of elder care. It was there that she first witnessed the complexities of aging and the importance of empathy, advocacy, and individualized support. In this role, Debra learned to listen closely, act thoughtfully, and serve as a bridge between residents, families, and the care teams responsible for their well-being. 

Driven by a desire to do more and lead positive change on a larger scale, Debra transitioned into nursing home administration. As an administrator, she brought a unique blend of compassion and operational excellence to her work, overseeing staff, ensuring regulatory compliance, and always putting residents at the center of decision-making. Her leadership style emphasized not only efficiency but also dignity and respect for the elderly. 

Leading with Vision and Compassion 

Debra’s influence expanded further as she took on the role of Regional Operations Director for senior living communities. In this capacity, she managed multiple facilities, supported community leaders, and led initiatives aimed at improving quality of life for seniors across the region. Her tenure in regional leadership was marked by consistent improvements in resident satisfaction, staff engagement, and operational performance. 

Now, as the Executive Director of Harbour Village, a vibrant senior living community offering independent living, assisted living, and memory care in Greendale, Wisconsin, Debra continues to lead with grace, purpose, and a profound sense of mission. Under her leadership, Harbour Village has not only maintained high standards of care but also fostered a culture of inclusion, vitality, and community connection. Residents and families alike speak highly of the welcoming environment she has cultivated and the personal attention she gives to everyone. 

Beyond the Workplace: A Community Champion 

Debra's impact extends well beyond the walls of Harbour Village. For over 20 years, she has served as a youth mentor at Hephatha Lutheran Church, helping guide and support young people as they grow into thoughtful, community-minded individuals. Her dedication to mentorship reflects her belief in nurturing future generations and investing in the success of others. 

In addition, Debra has been a member of the Greendale Chamber of Commerce for seven years, including three as its president, where her steady leadership helped foster growth and collaboration in the business community. She has been an active member of SAGE (Successful Aging in in Greendale for Everyone), the Wisconsin Assisted Living Association, and the Greendale Schools Strategic Planning Work Team. Through each of these roles, Debra has worked to ensure that our community remains welcoming, inclusive and supportive for people of all ages.  

Recognized for a Lifetime of Dedication 

The March 20 event honoring Debra Barth served as a powerful testament to the lives she has touched and the impact she has made. Community leaders, colleagues, friends, and family members gathered to celebrate her achievements and reflect on the significance of her work. During the ceremony, Debra’s district county supervisor highlighted her commitment to senior care, her advocacy for quality standards, and her mentorship of upcoming leaders in the industry.
